setting file size limit on mailboxes

I have exchange 2003 running on 2003win
I have been tring to set up mail box send and recieve limits. I first created a new [receipient policy] and applied that. It did not work. SO instead I went into active directory and chose a 2 users to work with went to the [exchange General] tab clicked on the [delivery restriction]tab and set the send and receive to 20000 KB
I can only send a 13MB (13312KB) I checked my filewall and my restriction there is 30000KB so thats not it. I thought I read the default for exchange is only 1.4 MB so thats not the problem since I can send one thats 13MB. Is there a setting somewhere else I am not seeing? I just can't seem to figure out why 13MB and how do I increase it?

The only other place i can think of is in your Exchange System Manager. Drill down through your server to First Mailbox Store and right clicky on that and do Properties. There's a Limit tab on there, maybe it'll help!

I checked that it is set for 30000. When I had the user limits set in active directory under the Exchange delivery tab The "user limits" worked but delivery limits did not.
