Set Up Mult. Sites using NLB

We are setting up 3 servers to run our websites using Windows 2000 AS and Dell Poweredge 2650's. Our current thought is to use network load balancing to allow the servers to back each other up. Are we heading down the wrong path with this idea? The other idea would be to run as clustered servers. Is that a better idea?
