Does crystal report have option to set report for read only so others can't change the report?

Bu then someone could just get the .rpt file, go to report options, and uncheck that right? The only thing 'read only' does is make formulas and record selection, etc. uneditable...unless you uncheck that box :)

If a user has Crystal Reports on their system and they have access to the .rpt file, there's nothing you can do to prevent them from making changes to the report.
 
If you put a large empty text-box over the main fields, this will get in the way of anyone trying to make changes.

You can also export in a lot of different formats, including Adobe/PDF, where the software to read such files is available for free download.

You can make the file itself read only (using Windows file permissions) to the users. That approach has one limitation: the user can export the report to another .rpt file and use that file instead.

Another option is to use a 3rd-party tool (see list at: My DataLink Viewer provides an option to block access to report designs (including refusing attempts to export to another .rpt file or to report definition).
