Set licenses for Terminal Services

I am faced with a common problem and not sure on the fix. Our company purchased 14 Terminal Service licenses CAL Token. But we have 20+ users that need to terminal services to the PC at different times. The VP's of each department want to make it so each department (OU in active directory) has a set number of licenses and nobody will share licenses.

For example
Accounting - 4 licenses that will be shared with all its employees. Once all four are used then nobody from that department can log in.
Maintenance - 4 licenses
Directors - 4 license
and so forth.

Is this possible and how?

I don't think this is possible. There's no granularity to the assignment of user licenses in Terminal Services. The only think I can recommend is that the licenses be installed on a "per user" basis and not a "per computer basis." Then you could set the Maximum Connections setting in the Terminal Services Configuration tool (Network Adapter tab) to be 14. That would let you not have to worry at all about who got what license, but also let you observe your licensing agreement by limiting the number of connections to the number of licenses you purchased.
