Services fail to start in DS restore mode

I have an existing win2000SP4 dc that I want to restore the system state (AD specifically) back onto. It is unplugged from the network, backup exec (9.1 I think) runs fine and I have catalogued the tape. If I restart in DS restore mode then most of the Backup Exec services do not start. I get event errors 1065, 7001, 7023 etc.

The local MSDE instance appears to be fine and I can attach to it with an ODBC connection. I have changed all the BE services to run as System (this is what veritas recommend - in AD restore mode there is no directory... the server is effectively in a workgroup). Filesystem permissions are wide open.

The veritas knowledgebase has lots of ideas, mostly to do with MDAC or "things gone wrong"... but the problem is that it works fine when not in DS restore mode so I do not think they apply.

Very odd... but it seems that using beutility.exe to dump the database then restore did the job. The services started right away.
