Services.exe using 25% CPU-time

On one NT 4.0 server and several NT 4.0 workstations two processes are using up 30-40% CPU-time: SYSTEM and SERVICES.EXE. Does anyone have any idea what can cause this?

Unknown to you, the server could be a BDC and the Workstations could be Domain Master Browsers. Check how this has been configured on the network and if these machines are required to handle this, or they've just got elected to do so.
