SERVICES.EXE hogging 99%CPU on Bootup

I installed WIN2K SP4 2 days back. Post installation I find that everytime I restart the machine, for the first 10 mins the CPU utilization shoots up to 100%. After that everything works normally. I have this problem only if I restart the machine and not when I hibernate or am starting from standby. I found that SERVICES.EXE is the process that hogs 95% of CPU time during this period. I have absolutely no idea on how to get around this. Any help will apreciated.
