I Just ran into an issue with SP 4 that might be helpfull to all.
Under Licensing In admin tools It gave the following error as I tried to add the windows CAls.
"You must be administrator of the domain to add licenses if you are a member please ups Licencing in control panel to administer."
There is a solution on the wed that has the bindings to TCP/IP incorrect but this did not solve the problem for me.
The funny thing is that it opened once and I did not have ny Cals infront of me. So I closed Licensing and went on to finish a couple other things. upon returning tro add cals that is when the error started. I have duplicated this on a second machine.
Per Microsoft tech support do not open Licensing until you are prepared to key in the Cal, In my case they told me that the licensing portion for the server Cals is just so I would know what was purchased and I do not need to key any thing in there. They have E-mailed me with that responce also so I can place a copy in my customers file.
