I am running CM3.1 and I'm trying to putz around with service observing. in 'disp sys-para cust' the basic service observing feature is flagged to yes. I've put the button on my phone for which I have console permissions and when I press it I get wave off. What else needs to be set for this?
 
First, check your COR settings. The phone that will be doing the Service Observe should have "Can Be A Service Observer?" set to YES. The extension or agent ID that you are attempting to Service Observe should have "Can Be Service Observed?" set to YES. You can also enable/restrict SO by specific COR (for example, limiting SOing of a specific department to only the department supervisors).

After you press the SO button, enter the extension (station or agent) that you want to SO.

You can also SO using a FAC, which means you're not restricted to SOing from one phone.

If you have remote access setup you can even SO from anywhere in the world using the FAC from remote access

Not true - the COR of the station (or the remote access) must have SO enabled first.
