Service Observe VDN

Looking for help on a particular entry in the VDN form. Does anyone know exactly what 'observe on agent answer' does?

We have a remote monitoring vector set up that dials the SO fac + a VDN. Users complain about having to observe the VDN while it is in queue. Someone in-house suggested changing the above field on the VDN; said this would help. Now it seems like I'm not really able to monitor at all.
