Server unable to allocate a work item x times in the last 60 secs

In the last 2 days I'm experiencing network wide issues resulting in users not being able to access network shares. The following message appears in the system event log "The server was unable to allocate a work item xx times in the last 60 secs" where xx can be anything up to 50. The workaround for now is to stop and start the server service but I need a more permanent fix. This is a recently built Win 2k Server, built from new. Can anyone shed any light on this.

i've just had this same problem with a test server which was built on the cheap side and uses an IDE controller.

We updated the IDE controller driver which so far seems to have cheared it up.
