there arn't any!
I had the same problem and currently writing a VB program which will allow me to change passwords remotely as I used to use user manager.
I use win2k srv on our second network and there are some great server tools available for use on AD via xp. maybe time to upgrade.

All you have to do is put in the NT 4 cd, copy over the tools folder and run the utilities. Works fine for me with the exception of adding new users and then adding a mailbox for that user in Exchange. No matter what I check in User Manager it won't connect to the Exchange Server so I just run the Exchange Admin as well.
