server time always fast

How come our server (running Windows 2003 Server) time is always about 5 minutes fast? I keep changing it to the correct time, but it doesn't stay correct??

Time synchronization is done by the DC holding the PDCe FSMO role. Set that server to sync to an external time source, and it (the DC) will handle sync requests from other machines on the domain.

If you manually set the time on that DC, the next time it syncs with the external source, you'll likely see the difference.
