Server ignores NET TIME settings

Here about a week ago one of our servers started to ignore its settings for time synchronization. I have tried redoing the setting with a NET TIME \\XXX.XXX.XXX.XXX /SETSNTP:XXX.XXX.XXX.XXX and server still does not sync up with time server. Also, double checked the regestry and it matches up with our other servers.

The server is acting like it is either unable to sync up or something besides win32time is trying to handle time synchronization. Has anyone come accross this before?

As a side note I can do a NET TIME \\XXX.XXX.XXX.XXX /SET and get it to manually sync with the time server.
