Server Error in '/WebApplication3' Application

I have installed Visual Studio on my computer and started a new ASP.NET web project. After VS does its thing to create a new blank web app, I click on it to launch it and it tries to load this url in my browser:

At that point I receive the error message below. I have tried adding the user IUSR_MACHINENAME to the indicated Windows folder (c:\windows\microsoft.net\framework\v1.1.4322\Temporary ASP.NET Files) and that seems fine. I have full administrative on this computer running Windows XP Professional. IIS seems to be running fine as well.

Any ideas on how to correct this error? It happens on every new ASP.NET web project I try to create.

ASP.NET is not authorized to access the requested resource. Consider granting access rights to the resource to the ASP.NET request identity. ASP.NET has a base process identity (typically {MACHINE}\ASPNET on IIS 5 or Network Service on IIS 6) that is used if the application is not impersonating. If the application is impersonating via <identity impersonate="true"/>, the identity will be the anonymous user (typically IUSR_MACHINENAME) or the authenticated request user.

To grant ASP.NET write access to a file, right-click the file in Explorer, choose "Properties" and select the Security tab. Click "Add" to add the appropriate user or group. Highlight the ASP.NET account, and check the boxes for the desired access.

You'll need to grant access for the .NET framework folder to the ASPNET user (or NETWORK SERVICE if it's a windows 2003 machine).
