Server edition second NIC

If I administer and use the second NIC (eth1) in server edition, do all services bind to that NIC and IP address?

Specifically for my case, does one-x portal bind to and listen on that second port? By default 192.168.43.1

Or is it only active on eth0?

I know for a fact that IP Office itself does (used it for SIP trunks), but I'm unsure about voicemail pro and onex portal.
