Server Application Unavailable

Little help please, trying to set up a local iis server. The default website works but the virtual directory that is set up as an application returns the following errors.

Looks like a permissions problem. to me. Make sure that:

1) The ASPNET account has the relevant permissions to the framework folder
2) The ASPNET account has the relevant permissions to your applications folder
3) You are using the correct version of the framework for you application in IIS

ok ill give the aspnet the permissions and see what happens
 
ok i gave aspnet access to the framework and the VD folder and still not working
 
ok i added Network Service to the permissions in web.config file and now i get

Server Error in '/ifs' Application.

FIXED: added Netowrk Service permission to the VD folder instead of web.config
