server 2003 and VPN issue

I upgraded fron server 2K to 2003 and got fixed most the upgrade errors but one.
I had VPN setup on win2k and now when someone tries to VPN in it looks like its tring to connect but fails with error 721. Now if they dial up that parts works fine.
I removed the rass server and re-configured it and still the same thing.
