Serial Com 1 availability to Dos prompt

Ok, here's the problem, at work, we have a 386 running Dos 6.22 so we can run our programs to program various handheld 2-way radios. I am trying to get everything on a new computer with Windows NT workstation. The program installs fine but when I run it(in dos mode cause it's a dos program) and test the connection between the computer and the radio interface it says can't communicate with Com port. In the program I can choose Com 1, Com 2, Com 3, or Com 4, and the conection it to the DB-9 serial on the back of the computer. Is the Com port available to the dos prompt? If so is there a setting I need to change. If the com port is not available to the dos prompt, is ther a way TO make it available to it? Any help would be greatly appreciated.
