Serial 0.1 is down line protocol is down (also serial 0.2)

I have three Cisco 1720 routers. One host site (Full T-1) and two remotes(One full T-1 and one Frac-T at 256). Using Cisco Configmaker v2.6 I have configured and delivered each routers configuration. Bellsouth sees my router, but does not see any traffic coming out. I cannot ping either remote site, and when I run a "Show interface status and configuration" it shows me that both of my Serial interfaces 0.1 and 0.2 are down. I am thinking that this is the issue. I appreciate anyones time that may be of some assistance.

By the way, I am sure of my DLCI #s and that the LMI is set correctly.

Also post the output of the following show commands on all routers:

show frame lmi
show frame pvc
show frame map
show ip int brief
show ip int
show int

Capture about 20-30 seconds of the following debug command:

debug frame lmi
