Sent e-mail reads like html code

Hello,
I do tech-support for an internet service provider and one of our customers is having a problem that I don't know how to fix.


It seems that when he sends e-mail instead of it being like a letter:

Hey bob,(example)

It reads like code:
</FONT></DIV><DIV><FONT face=Arial size=2>Hey bob,

He has outlook express 5.
 
It looks like the recipient (or recipient's domain) is not set up to receive HTML and is converting to text. Sender could format in plain text rather than HTML.
