Sending calls out of a 500v2 from Server Edition Primary

Hello,
I am trying to route calls out of to an E1 connected to my 500v2 from a Server Edition.
I have an ARS entry set on the primary for 011351N / N / Dial / 99901(the scn trunk to the 500v2)

on the 500v2 I have a shortcode on the trunk for ? / . / Dial / 10(the E1 line number)

I see the call hit the trunk to the 500 it has the proper sting for a local Lisbon call, but it just sits there not going out.

Sample trace from sys status on the primary is attached

I cant connect status on that 500v2 its giving me a port blocked error when I try I am working with the customer to get that resolved.

Any help or pointers would be greatly appreciated.

To call Lisbon locally you need to strip off the 011 and maybe also the area code (I guess 351)
The Lisbon system dials out without 9 or any other dialout code?

then try the shortcode (also in the ARS)
011351N
dial
N
99901

that will dial only the local portion of the dialstring
if they have a dialout code of 0 then just make it 0N if they need the area code then make it 351N or with dialoutcode 0351N
