'Send to' freezes application

I have been 'tweaking' my services, ie switching some to manual start. Now, when I right click on a file and the cursor passes over the 'send to' option in the drop down menu, the application freezes. It happens in all apps IE6, explorer, favourites, outlook express, desktop etc.
Any ideas which service needs to be running to allow this function?
Everything else seems fine.
Just being lazy, I'm slowly working back through the services but it's tedious...
 
Thanks for the advice, it was actually black viper's tweaks that I was applying...
Anyway I've found the offender. It was the Windows Image Acquisition service (WIA). It was originally 'disabled' but I set it to 'manual' start. On checking the services, this one showed as 'starting' but never actually got 'started'. Having disabled it again I'm now back to normal.
ps I found later it also caused the Windows Explorer to hang with the flashlight going but never finding any folders or files in 'My Computer'. Have no idea what it is supposed to be doing in these contexts but I've not found any other problems yet.
 
how about other options like 'copy to' & 'send to'? i had an user before that has this problem. whenever she use the right click, applications froze. i gave her admin right to her computer and the problem is gone. but of course giving users admin right to their computer isn't a good solution.
