Send to Contacts in Outlook 2003

I have a new user who imported contacts into outlook 2003. If you go under contacts they are there and look fine. If you click on the "to" field to choose a recipient she only sees the global address books but not her personal contacts. How do I add her personal contacts to the field so she can choose one?
