send on behalf of permissions

I have set up a user to be able to 'send on behalf of' in Outlook 2000 - Tools - Options - Delegates and inserted their name, given them the right permissions to send and even sent the delegate a confirmation email.

Now when I go onto the delegates email account to check it is working OK, when I try to SOBO I get an error that the user is not allowed to and has not got the correct privileges. The delegate has been set up so that they can create, edit and modify all emails in the inbox but nothing seems to be working.

Is there anything major that I am missing?
 
Make the authorised user at least Author, if more is allowed, make that user Publishing Editor.

the user is on Author settings. I will change to Publishing Author and let you know.
