Send message to vb program from Web page

I have a web page for user registration, and I'd like to send a message to a Visual Basic application when the registration is complete. Any suggestions about how to do this?

The VB application uses Microsoft's Messenger API, so I could even send it an IM, if anyone knows of a way to automatically send an MSN message (specifically, not AIM, and specifically SEND automatically, not just POPULATE a messenger window).

Any help would be GREATLY appreciated.
