Send Diversion Header on All SIP Calls?

Overview:
We want to outpulse 6171234567 for outgoing CID. This number is not on the Verizon SIP trunk, so we asked Verizon to allow us to send any CID we want.

They want to see 8571234567 in the Diversion Header in order to associate the call. I made the argument several times that Diversion Headers are for Forwarded/Twinned/Diverted calls. Verizon tech insists this is done via Diversion Header.

In my testing, I am able to successfully send the correct number when using Twinning, I can force the 617 number out using the Diversion Header.
I am unable to send the 617 number when dialing from a desk phone, because the Diversion Header is not being sent. Confirmed by SysMon traces.

Is there a method of sending Diversion Headers on calls that are originating on the IPOffice?

Looks like it may be possible on release 10, as the following shows up when I look at help on my 10.0.0.2 system.

Diversion Header Default = None.
Sets the Diversion header for outgoing SIP calls using this URI. The value can either be entered manually or one of the following options can be selected:

None

Use Credentials User Name: Use the value Line | SIP Line | SIP Credentials | User Name for the user making the call.

Use Internal Data: Use the value User | SIP | Display Name (Alias) for the user making the call.

The system can also use

Group | SIP | SIP Display Name (Alias) for a group

System | Voicemail | SIP Display Name (Alias) for voicemail

Use Credential Authentication Name: Use the value Line | SIP Line | SIP Credentials | Authentication Name.

Use Credentials Contact: Use the value Line | SIP Line | SIP Credentials | Contact.

Auto: Use the caller information available to IP Office.
