Sempron 2300 POSTs but refuses to boot

I have an Asrock K7S41 board running a Sempron 2300 at 333FSB with 256Mb of Matrix 2700 DDR RAM on it and a 30Gb HDD ATA133 (board has VGA/NIC/Audio on it, so no other cards installed).

The machine will power up and POST quite happily, however, it won’t boot. Fails from FDD, CDROM and hard disk. Machine will power up, detect the CPU correctly (my first thought was that the board might need a BI/OS update, but it already has the latest version), count the RAM, detect all the peripherals and begin to boot, but then just resets and starts all over again. Second time around, it will get to the Windows XP boot menu, but if I go to Safe Mode, it will bluescreen and reset; without giving me time to read the bluescreen, but I think it’s a ‘Page Fault in a non-paged area’ message.

I’ve tried three different CDROM drives, three different sets of IDE cables and two different boot disks. I’ve also installed the HDD in another machine, booted up (from one of the boot disks, in one of the CDROM drives I tried in the Sempron) and formatted the drive, then installed XP, then put the drive back into the Sempron machine and attempted a boot, with the same results. I’ve also tried the RAM as a second chip in another machine and it runs fine. I’ve drained the CM/OS and allowed it to redetect the settings, as well as trying them manually.

Any suggestions?
 
Press the Pause key when you boot into Safe mode so that you'll be able to read the BSOD message, and then post back with it.
