I just recently installed Win 2k Pro, just as I have installed it every other time. I noticed that when I look at the properties of a folder, the security tab is not there. The tab is not there for any user, local administrator or not. HELP!

Is the disk partition in FAT32 format? Go to My Computer, right click the drive and choose properties. If the file system type says FAT32, then that is why. Post back if you need information on how to convert a FAT32 format disk to NTFS.
If not, its a bit puzzling.

I must've been half asleep when I loaded it. It is FAT32. I really don't know what I was thinking. Can I convert it to NTFS without losing anything?

Yes, go to a command prompt and type in "convert c: /fs:ntfs" without the quotes. It will convert when you reboot.

Duke2106's comment about how to convert a fat32 drive to NTFS is correct, but remember that this is quite a major change, so back up any essential data before going ahead with this. I have never (yet) had this go wrong, but remember that it is a one way process and wouldn't like to do this without a known good backup of all essential data.
