Securing "Startup" folder using Group Policy

I have a Windows 2003 domain. I am looking for the best way to "lockdown" the "startup" folder. We are having users constantly add things to there startup. We would like to resolve this through Group Policy.

Any suggestions would be appreciated.

1. You can do this by redirecting the Start Menu. (requires some standardization between PCs installed applications)
2. You could use a script to delete anything in there and recreate any icons you do want.
