Securing database in Access 2000...doesn't work like '97 did :(

I've been working on this off and on for a while. I thought that I had my database working the way I wanted it, but today I found out that I was wrong.

In Access 97 I was able to make it secured so that you can log onto it if you have the MDW file (Removing all permissions from the 'admin' account). I tried the same thing with 2000, but it's just not working. I cannot open the database if I log on as 'admin' on my computer that has my new MDW file (the way I want it), but on other computers that have the standard system.MDW, I can get in (with no password or username prompt) and change and delete stuff (not the way I want it).

I've tried removing the admin password, but that didn't do anything. Anyone got any good ideas?
