Is there any way to get Secure Client to check that it has the correct patch and AV version before allowing the client to sign on?

Yes, you can use something called SCV - Secure Configuration Verification where you can check for OS patch and AV. I know its possible but i am sorry i don't excatly know how - i know you use the SCV Editor to modify/make the SCV files....
