Secure and non-secure 46xxsettings.txt

Quick questions,

For the life of me I can't figure out why one customer I can get to http://domainhere.com/46xxsettings.txt and another customer the url keeps converting to https://

If I look at the two 46xxsettings for comparison,

SET SETTINGS_FILE_URL is set to http://domainhere.com:8411/46xxsettings.txt for one of the customer

The other customer it is set as SET SETTINGS_FILE_URL https://domainhere.com:411/46xxsettings.txt

What is controlling whether the 46xxsettings file should be secure or non-secure?

They are both server edition.
 
Typically, the DHCP Option for HTTPSRVR, TLSSRVR, and SETTINGS_FILE_URL will control where the phone pulls files from.

Right, but what controls the url in the SETTINGS_FILE_URL field? I have two different customers (both on server edition) and the settings_file_url field is different for both. One is http and the other https.

I think I got an answer... which is in the security settings most likely.
