Does anyone know of a way to output results to a sequential data file of csv file from inside a a psql statement? If not, is there a way to automate the export wizard?

There's no way to export from within a PSQL statement and the Export Wizard cannot be automated.
There are third party tools that can do it including my own DataXtraction (
