Scrolling problem in Quark 4.1?

How can you slow down the scrolling? On a document it zooms from one side of the pasteboard to another, or zooms ten pages instead of just taking you where you want to go!

I have turned application preferences to slow turned on and off live scroll and speed scroll nothing seems to slow it down?

Can anyone help please

Are you using the scroll bar or the grabber hand. If you are using the scroll bar, I would try using the grabber hand. (Option + click and drag on mac), alt + click and drag on PC. If you are already using the grabber hand I don't know how to slow it down.
