Scroll Bars On a page?

Doesn't anyone know how to put scroll bars on a page? I have searched for 3 days and still haven't found the answer. Someone please let me know something?

Not sure what you mean? ... scroll bars appear automatically if the page is large enough to require scrolling.

Yes, But I have a template page with a top and a bottom section and a left side. The template editable area is 400 x 383 pixels and I want to be able to apply it to pages that are 400 x 500 pixels or more. If I don't have scroll bars and I apply the template to a page that is longer than my editable feild it just expands the page with a whole empty section along the side. So I need scroll bars within the page! Can you help me!
