screen is white, startup tone is present, hd is spinning then nothing

When I turn computer on, I hear startup sound, then display lightens up and stays white, hardware seems to be working (I ran Apple Hardware test, everything passed), then nothing happens... I replaced motherboard battery, it did not do any good.
I managed to start it up with 10.3 bootable CD, formatted HD, installed the system again. Computer started couple times and now it does the same: white screen and nothing.
It did not let me to boot from 9.2.2 C. What could be the problem? Anyone who can help?

Hi Duncan,
Thanks for replay. It is power mac G4 1Hz. I did PMU and NVRAM reset. It started for couple more times and now the same white screen with apple symbol then computer sreezes.
It did not let me to boot neither from OS 9.2.2 nor software restore disk (both came originally with the computer). I can start it up only with 10.3 disk. Very strange.
Any ideas?

Sounds like it might be to do with a firmware upgrade...?

I did not do any major updates (software/hardware) for a while except those that come directly through Mac updater.
When I hooked up computer to another monitor it worked fine with OS 9.2.2 and OSX 10.3. When I hooked up back my display I works fine with OSX 10.3 and gives me white screen with OS 9.2.2. It is very puzzing.
Do you still think it has something to do with firmware or video card? If it is videocard why it works with 10.3 and does not with 9.2.2?

Thanks everybody for help. As it turned out the problem was with monitor. It stopped starting up with OS 9.2.2.
