I have taken the steps in implementing SCN using a IPO412 and IPO406 but calls cannot ring at either side. SysMonitor shows the following:

602046mS CMMap: Mapper::AllocateCodec unable to allocate resource
602046mS SCN USER: MakeCallToNetworkedPBX: pass=1 type=5 ipad=192.168.2.237 gid=200
602047mS CMTARGET: 0.1042.0 14 Server Room.0: Targeted Failed, used local targeting: Extn301

How do i check if the two systems has VCM installed in them. I believe that is the issue

When you first start sysmon look for the line that looks like this:
1006574322mS PRN: LAW=U PRI=1, BRI=0, ALOG=4, ADSL=0 VCOMP=5, MDM=0, WAN=0, MODU=0 LANM=0 CkSRC=0 VMAIL=1(VER=3 TYP=1) CALLS=0(TOT=0)

VCOMP= is what you are looking for.
