SCL on IPO

Good day, I am wondering if there is an SCL feature in Ip office, like on the Option 11. Where security can dial a short code and get through to certain numbers while being barred. The only way I have gotten it to work, is by adding short codes under the user's short code tab. The system directory is for normal people only and doesn't have this feature, or I just don't know how to make it work.
Any help will be greatly appreciated.

There is a shorcode type "Dial physical extension" which obey any user setting and it will ring the station, even if there is no user logged on that station.
