Scenario assistance - using Cisco 678

We have landed a contract, and we are exploring all avenues as to what the best possible networking equipment to use/buy, so assistance is appreciated!

We have a new client - an apartment building with 90 units that has a high speed connectivity coming in from a Cisco 678 router. Using the current router, could someone tell us the best and cost-effective way to set up a network for each unit (there are 90 units), and the caveat is that the networked units cannot see each other except outside. What are the best way to set this up and is cost-effective?
