Is it possible to scan a document into Access as an Access report.

Possible? Sure, a lot of things are possible in the meaning of "thinkable", "theoretically doable".
Is it practically doable? Hardly.
Why?
Because a report consists of controls. Data binding. A scanned page is nothing more than a hardcopy.
You can scan a page, then Process it with say ABBYY Fine Reader Pro, save it as HTML and use that as a template for a report.
That however will take about a hundred times more effort and time than building a new report from scratch AND such a new report would be much cleaner in structure than the crutch created from a scan.

I'll take that as a "no" or a "not worth it". Too bad because it would be a great feature if it could be done directly.

It isn't clear what you are attempting to accomplish. You can set a background picture property for a report. I somewhat agree with MakeItSo that you can create about whatever layout you want with standard controls and code.

That's actually not so bad an idea, duane.
Never thought of a background picture.
Just keep in mind that depending on scan resolution, this can bloat up your reports to rather unhandy sizes in terms of memory.

All I want to do do is put a document through a scanner and import, if necessary, into Access reports so the user can read the document after looking up the record relating to that document. The application processes approvals on data sharing agreements and having the document availabe in Access eliminates the need to pass it hard copy from person to person. These documents can be quite long so scanning is the only practical way to accomplish this.
Backing up on randy700's reply, store the full path to the scanned document (or any file) in a field in a table. You can then use the FollowHyperlink to open the document.
