Possible? Sure, a lot of things are possible in the meaning of "thinkable", "theoretically doable".
Is it practically doable? Hardly.
Why?
Because a report consists of controls. Data binding. A scanned page is nothing more than a hardcopy.
You can scan a page, then Process it with say ABBYY Fine Reader Pro, save it as HTML and use that as a template for a report.
That however will take about a hundred times more effort and time than building a new report from scratch AND such a new report would be much cleaner in structure than the crutch created from a scan.
