sbs2003 - TS admin defaults to 'shut down'

All my other SBS2003 machines remember the last TS exit action i.e. if I sellect log off, then next time log off is the top action EXCEPT one machine which keeps defaulting back to shutdown - I'm goint to make a mistake soon! Any idea why this one wont remember the last TS exit action?

If your running AD then you can take away the shutdown button in GP.
