SBS 2003 R2 user and Device CAL usage

I have a client who just purchased a DELL Server with SBS 2003 R2 preinstalled. His current network is as follows:

1 W2k server with W2k Exchange - 15 User Cals and SQL 2K

15 Users - No Roaming

In addition to the new server which came with 5 user Cals he also purchase 10 Device Cals.

Is there a way to manipulate the SBS Cals (5 user and 10 Device)to acheive the same access as the current W2k Network?
