SBS 2000 Restart Causes Duplicate Outlook Messages

We have a Microsoft Small Business Server 2000 and Exchange 2000 running on a HP Proliant ML350

Whenever the Proliant is restarted, duplicate messages appear in everyone's Outlook inbox, going back about a week.

Does anyone have an idea why this is happening?
