Saving userprofile problem

When we make a connect by RAS with our server and there is no local profile for the user then the roaming profile from the server is used. After changing some settings on the desktop (adding links) and logging out the profile is not saved to the server. When we thereafter connect again by RAS the local profile is used. The workstation will never use the roaming profile again. Is this by design or can we work with RAS the way we expect?
