Saving templates - CS3 - Vista Operating System

I am having a really strange problem. I have no doubt that it is something simple that I'm missing. I am using InDesign CS3 with Vista operating system.

I am trying to save a new template to the template files. programfiles/commonfiles/adobe/templates/InDesign/5.0
When I try to save I get the error that I do not have permission to save to that location. I have gone into the file and reset the permissions to full control and while it says that the folder is now shared, all I can do is open files, I cannot save them.

My beef - I bought & paid for the computer, I am the administrator on the computer and it tells me I have to talk to my administrator. I'd love to figure out who in the heck that is because I sure don't know the answer to this problem.
