I have the same problem (always nice to find out you're not alone). I have 2 workarounds...
1. Start your report in preview-mode. The user can then export it to eg. PDF-format and possibly even e-mail it. Drawback is that he has to know the e-mail address.
We now work with 8.5 and this works fine.
2. Use 3th-party software. We used to work together with a company 'Kompas Automatisering' in Belgium that had a utility called 'Report Controller'. You could pass parms to this piece of software (eg. report-name, parms, orientation, copies, output-format etc.) and it would handle everything. Problem is that they have not migrated this tool to our version of CR. You can contact them in Belgium at (32)3-235.00.84. They are nice people (and I don't get any money for this referral!!).
