Save dialog box displays only question marks...

Whenever I close a window without saving something (in most programs) the dialog box that should come up and say "Do you want to save changes to ...." instead is just ? ???? (name of file) ??? ??. I assume since it is the same way in multiple programs that this is just a registry setting. Any ideas?

This usually indicates an errornous setting in Control Panel, Regional and Language Options, Languages

Check every setting to ensure consistency between the input language, the Menu and dialogue displayed language, and under the Advanced tab, the available Code Pages.
 
What Encoding is offered and displayed in the bottom entry of the "Save As" box?


I did read this somewhere on the web for whatever it is worth.

"One nitpick: when you compose in MS-Word or some other fancy word-processor, try to remember to Save As ASCII or something like that before posting to the 'Net. All the smart quotes and apostrophes showed up as stupid question marks.
