Same Terminal Usernames Logging In Under Different ID's

We have a Terminal Server running on a Win2K server which allows users to dial up a VPN connection and connect to the terminal server via RDP. My problem is that some of the users are able to log in and have two active sessions under the same username. Also related to this problem is the fact that if they get disconnected, they should be able to log back on and be placed in the session that was just disconnected. This somtimes does not happen and ends up creating another session. Often at the end of the day I will see the same user with two or three disconnected sessions and one active session. How do I prevent a user from creating a new session ID when they already have one that is active or disconnected?
