On Windows 2000 Pro and XP Pro we want users to see the same desktop whether they logon to their local desktop machine or to the domain. We are not using roaming profiles since each user has somewhat of a different configuration of software, and may add software on their own. So the profiles are local to the machine, but currently independent of each other.

Is there a way to set up the user's local and domain accounts on their machines, (which has the same user name on the domain and local, except for the extension of the machine name locally) so that either account draws its profile from the same local location?

I don't think so - but you could try specifying the domain profile location in the local account details (where you can say where the profile is loaded from). I've never tried this - but I know windows can usually identify whether a profile is local or domain. And if the account and profile types don't match it has a habit of creating a new profile.
